Organize possible project stages and their handoffs without inventing a combined budget.
Map the work
Possible stages are assessment, further investigation/testing where needed, repair scope/design, procurement/bid comparison, construction administration and closeout. The project’s qualified professionals and authority determine the actual path; these are planning stages, not automatic requirements.
Specify the handoff
For each stage, record the deliverable, responsible role, decision needed, information carried forward and exclusions. Keep findings and assumptions visible. Design documents, contractor pricing and professional administration are separate work products.
Questions to carry forward
- What is approved now and what needs a later decision?
- Who verifies quantities and defines repair details?
- What permit or authority questions remain unresolved?
Keep the budget boundary visible
The current evidence release provides no validated fee for testing, repair design, bidding, construction administration, construction or a combined project. Record those amounts as unknown until a defined proposal supplies them. Do not add an arbitrary percentage or extrapolate a SIRS interval.

- Are construction, contingency and professional fees separated?
- What evidence will support closeout and remaining questions?
